Cellular operators of Russia asked to recognize them as insignificant

To the Deputy Prime Minister of Russia-Sergey Ivanov from Russian cellular operators received a petition so that he would not allow the adoption of amendments considered to the law, which are designed to include mobile operators in the category of “substantial”. So, for example, the Kommersant newspaper writes that in the case of the adoption of these amendments, the adjustment of all inter -operation tariffs affecting the final value for subscribers will be carried out directly by the state.

Recall that today only fixed communications operators have “essential” status, and their inter -operation tariffs are regulated by the Federal Tariff Service. The most significant part of the cost of mobile communications falls on interrooperative payments. It is assumed that after fixing or resolving such payments by the authorities, the costs of small operators who are forced to negotiate with larger companies on the passage of calls may significantly decrease.

So, in written by Alexander Krupnov, addressed to Ivanov, the Union negatively belongs to the initiative of the State Duma deputy Maxim Korobov regarding the inclusion of cellular operators in the list of “essential”.

According to the Union, the state regulation of the cost of the services of mobile operators will negatively affect the value provided by operators of services for end consumers. After all, if you turn to statistics, then from 2005 to 2009 the tariffs of mobile operators became cheaper by 63,%, and the cost of tariffs for local telephone services of operators with the status of “essential” status, on the contrary, increased by 73.1%.

Be that as it may, but the final decision lies with the Commission on Communications and Transport, which, in fact, is chaired by Sergey Ivanov. In the government, this issue will be considered on September 9.

Recall that an “essential” bill proposing for mobile operators to introduce the status of “essential” the bill was considered back in the year before. However, due to the fact that it was proposed to measure the scale of the operator by its license plate, which is often not correct, it was rejected. The new version of this bill intends to calculate the value of the traffic operator, and provide the status of “significant” with those of them that provide more than 25% of the total traffic. In the case of all Russia, such an operator is MTS, as for the individual regions, other popular operators will prevail there.
